Are these 0.023 BTC still in your account?

If "yes" or "don't know", then please do not use the word "steal".

Bitcoin.de is requested to fulfill all applicable laws and regulations.

So they are allowed to ask for the KYC process.

Just go through that KYC process and get satisfied.

Asking for your passport to perform basic KYC/AML isn't that uncommon. At which point of time have you had to show your passport, the order could be of importance.

Are you sure you didn't receive some well crafted phishing mail? bitcoin.de isn't known for what you accuse them!

On which device did you login to bitcoin.de? Did you type the address by hand or did you use some saved link? If saved link, does it actually point to https://bitcoin.de?

When you did your purchase, were you located at your usual country/town?

Have you checked the mail headers (if you know how to check and read them properly) if the email from bitcoin.de which informed you about unauthorized access to your bitcoin.de account actually came from bitcoin.de (it's not only the sender's address which can be faked easily; more important are the mail servers by which the email has been submitted!)?

Legitimate emails from bitcoin.de should show something like this in the mail header:

Authentication-Results: <redacted: my email server>;
	dkim=pass (1024-bit key; unprotected) header.d=bitcoin.de header.i=@bitcoin.de header.a=rsa-sha256 header.s=20150623 header.b=n9XYPWXS;
	dkim-atps=neutral
X-policyd-weight:  NOT_IN_SPAMCOP=-1.5 NOT_IN_IX_MANITU=-1.5 CL_IP_EQ_HELO_IP=-2 (check from: .bitcoin. - helo: .mailout-2.bitcoin. - helo-domain: .bitcoin.)  FROM/MX_MATCHES_HELO(DOMAIN)=-2; rate: -7
...
Received: from mailout-2.bitcoin.de (mailout-2.bitcoin.de [109.239.48.92])

Most important to pay attention to is the DKIM-Signature and that it actually passed which proves that the sending mail server is actually allowed and authorized to send for domain bitcoin.de!

You might even see multiple DKIM-Signature entries in your email (if legit from bitcoin.de) and all should show under Authentication-Results: successful passes as  dkim=pass.

Checked another email from bitcoin.de of a successful sell which contained three DKIM-Signature entries

Maybe there is something wrong with your verification.

There are a lot of fraudsters out there. Bitcoin just want to be safe.

Allow them the time for investigations.

Just be patient, they do not steal your funds.
