Welcome! Not sure, if I understand your question properly. A good start is to use correct spelling: foum --> forum (maybe I completely misunderstand your "foums").

Anyway, still don't get your question right: do you really ask how to submit content in this forum? Isn't that obvious? If your topic has some decent key words to search for, a good start is to use the forum's search to see if similar topics have been written already. If yes, add your contribution to existing threads. If you can't find a suitable existing discussion thread, well, then open a new one, placing it in the proper part of the forum where it fits best. Use a meaningful "header" for your topic that summarizes it neatly and encourages other users to join the discussion.
